Bilindiği üzere 2010 Ağustos ayında Bakanlığımıza bağlı eğitim kurumlarının öğretmen ihtiyacını karşılamak amacıyla, 18-27 Ağustos 2010 tarihleri arasında 96 branşta, ilan edilen 30.000 öğretmen kadrosuna, KPSS puan üstünlüğü esas alınarak 31 Ağustos 2010 tarihinde elektronik ortamda atama yapılacağı duyurulmuştur.
Başvurunun devam ettiği süreçte yazılı ve görsel basında 2010 KPSS sınavında usulsüzlükler yapıldığına ilişkin haberlerin yer alması üzerine ÖSYM Başkanlığınca sınavla ilgili yapılan değerlendirmelerde; mevcut bilgi ve belgelerde 2010 KPSS Eğitim Bilimleri sınavında usulsüzlük yapıldığına ilişkin kesin bir bulguya rastlanmadığı, konunun Cumhuriyet Savcılığına intikal ettiği, ancak sınavın tümüyle iptal edilmesine gerektirecek bir durumun oluşmayacağı kanaati belirtilmiştir.
Bu değerlendirmeler çerçevesinde yeni eğitim- öğretim yılının 20 Eylül 2010 tarihinde başlayacağı, eğitim öğretim çalışmalarının aksamaması, öğretmen ihtiyacı ve atama bekleyen öğretmen adaylarının durumu dikkate alınarak; söz konusu duyuruya ilişkin işlemlerin sonuçlandırılacağı kamuoyu bilgisine sunulmuştu.
Ancak sınava ilişkin yapılan ihbar ve şikâyetler hakkında Cumhuriyet Başsavcılığınca açılan soruşturmanın yanısıra Yüksek Öğretim Denetleme Kurulu Başkanlığınca da kapsamlı bir soruşturma başlatılmıştır. YÖK Denetleme Kurulu Başkanlığınca henüz soruşturma tamamlanmamakla birlikte, hazırlanan 30.08.2010 tarihli soruşturma ön raporunda ulaşılan deliller neticesinde; sınavın bütünlüğünü etkileyebilecek bir durumun ortaya çıkma ihtimali belirtilmiştir.
Başvuruda bulunan öğretmen adayları açısından telafisi güç hukuki ihtilafların yaratılmaması amacıyla durum netleşinceye kadar öğretmen atamalarının ileri bir tarihe ertelenmesi uygun bulunmuştur. Kamuoyuna saygıyla duyurulur.
